Honestly the point of serial numbers was to be able to hold companies accountable for warranty purposes, as well as the hidden agenda of being able to create a paper trail for the government to track who owns the firearm in case it gets stolen.
Seems a bit weak. Paper trail is useful mostly as providence. Some guns already had those, some didnāt. Bat Mastersonās Colt was so discovered a while back. But requiring them - seems like governmental overreach
