It’s still good to propose it. It could be used as a poison pill against rights restriction bills later, and proposing it allows for more improvements to it.
And if it gets attached to a must-pass funding bill, it might just pass!
It’s hard to say but this will always be a state matter because if it becomes a federal one then the feds will use that same law to point to more new regulations against people having a gun or just simply deciding that in certain times of distress everyone is denied the right to possess. I personally don’t want the Feds involved in my Gun Rights

It’s not a national license to carry in the sense that the federal government will issue a license. If I’m reading it correctly, it prohibits states from criminalizing and penalizing law-abiding citizens who are otherwise legally allowed to carry in their respective home states from carrying in other states. It even references both the Heller and McDonald opinions, along with the 2nd and 14th Amendments. It’s premised on the protection of civil rights in favor of states rights. So State’s rights advocates may not like it. If passed and signed into law, it can admittedly be repealed at a later date by Congress and a President willing to sign its repeal.

My thoughts is it will NEVER EVER EVER pass. States like Commiefornication , Illinois, Delaware, Connecticut, New Jersey, New York, Maine , Minnesota, Virginia, North Carolina, Washington, Oregon and similar ilk will all be against it

There’s a counterpart bill in the Senate from Sen. Mike Lee (R-UT), which goes even further. It would allow you to carry any legally-purchased firearm, ammo or magazine across the nation.
SCOTUS is considering whether to hear Gardner v. Maryland, where a woman traveling through that state to another state was threatened by the other driver in an accident. She defensively brandished her handgun, saving herself physically, but was convicted of violating Maryland’s permitting regime.
If SCOTUS grants cert, she’s almost certainly going to win, because there is positive historical law on our side, not only a lack of legal tradition on Maryland’s side. This would be another step to strengthening nationwide concealed carry.
^^ News about the above: SCOTUS requested briefings from the state of Massachusetts, demanding that they justify applying their CCW laws to out-of-state travelers. Basically, “Why should we not grant cert and reverse you?”
The case is Gardner v. Maryland. If we win, we might be able to carry concealed nationwide after getting just one CCW permit, instead of paying >$10,000 to get all the permits and renew them every year or two.
Or just maybe, the whole permitting scheme could be torn down as unconstitutional!
Sounds very compelling that this could open the door finally that CCW will take care of it. If this be the case I will get mine. Never had one before but I will
