Model 95 Winchester musket hammer will not release

Well there are 3 screws in the lever, one for the hammer itself and one for tension on that hammer spring. Then there’s the third screw it’s got no tension screws itself. The order of assembly does matter, the locking bolt mechanism cannot be engaged according to Winchester when you put in the hammer. I can’t find any other assembly instructions. Only disassembly.

Looking at your diagram. there is a hook that the lever catches. there is a coil spring in front of that. it pushes the sear up against the spring when the action is closed. check and make sure that spring is pushing that hook( think it’s the sear). With the action open you should be able to see if that spring is doing a good job of pushing against that hook.

There are 2 springs there. 1 pushes up against the bottom of the hammer so it will strike the firing pin. The other one pushes against the rear of the sear. it pushes down on the rear of the sear so the sear engages the cock notch on the hammer. The trigger pushes against the rear of the sear so it disengages the hammer.
