That law is a strict subset of vandalism and intimidation, which prohibitions are definitely constitutional. It allows someone to put the swastika on their own property, just not others’ property unless permission is given.
The point of the law is simply to clarify what would otherwise be found a matter of fact in court; and to increase the penalty of something already prohibited.

I didn’t just see it in the media. I was in one of those universities two decades ago, and they were already preaching antisemitism in their diversity classes. I saw my Jewish friends getting run over with a shopping cart and mobbed by a gang, just for using speech to oppose BDS. I was yelled at to go back to Israel, and cursed out in German because I was a Jew. I saw so-called Black Hebrew Israelites try to tell me they were the “real Jews.”
