Court rulings help, but they donā€™t rewrite the statute ā€” GOA wins have mostly been procedural or preliminary injunctions, not a final ruling that the NFA or GCA is unconstitutional. JTRā€™s point stands: until Congress repeals the GCA of '68, a future administration can lean on the same rules and the membership rolls wonā€™t stop it. Membership buys you standing to sue.
