Texas is only #8. We need to step it up! We have permitless carry and campus carry, our LTC fee was reduced (and I believe it’s free for active duty military?), lots of gun shows, and we passed legislation prohibiting retail tracking codes for gun purchases. I think what might keep Texas from moving up in the ranks is the sales tax and the wishy-washy wording in the 1876 State Constitution that doesn’t really provide true “constitutional carry,” only that it’s up to the state legislature with respect to that. Here’s what is says:

Every citizen shall have the right to keep and bear arms in the lawful defense of himself or the State ; but the Legislature shall have power, by law, to regulate the wearing of arms, with a view to prevent crime. Art. I, § 23 (enacted 1876)

So while the state legislature passed permitless carry, there’s nothing in the Constitution from preventing the legislature to repeal permitless carry in the future. Given the age (1876), I suspect that the constitutional wording was put in like that for discriminatory reasons, but I admit I have no legislative history to confirm that.

Also, while we do have quite a few privately-owned shooting ranges, a lot of them are pricey, and a few don’t allow FMJ rifle rounds. And the closest range to me that was open to the public just closed down earlier this year. The closest private-membership range to me requires a whopping $800 annual membership fee, plus tax. The next closest has a years-long wait list. Just too many folks moving here I guess.
